User requested to show only top 3/5/10 suburbs for each state, please suggest a chart where it picks TopN suburbs per state.

I tried using filter Top3 but it gives more than 3, as it is condidering "5 Hires as Rank 1" and all the "4 Hires as Rank 2" but not unique ranks.
