Variable TOPN with Slicer

Hello, I am new in PBIX wrting measure. I already created a table as my slicer for Top N 3, 5, 7. However, I can't manage relationship with the table with 3 risk categories from different countires. Below screensot is the example.

    Please provide sanitized sample data that fully covers your issue. Paste the data into a table in your post or use one of the file services. Please show the expected outcome.
