Trying to create a map with a drill down function and labels

Hello everyone,

I am trying to make a map on Power Bi that allows a drill down feature that can help me move from HHS Regions, to States, to Counties in the US. I also want to have a feature that displays a number over areas on the drill through that are displayed on a map do not need to be hovered over to be revealed. Do you know what would be the best map, or course of action to create this visual? I will take all suggestions thank you.
