Traffic light is showing blank in some rows, excel file is correct

Hello community, I have traffic lights set up based on 1 for green and 2 for red. The excel file shows the correct number but some of the traffic lights in BI show blank with a tooltip that says the number that is matching what the light should be. Excel formulas and entries look like any other entry that functions correctly.
