Roles in PBI

Hello

Here's the question. We have Dashborde in PBI, and I need to group roles between some ppls. How can I close some titles on one work space WITHOUT RLS? 
For example, I have 18 titles on my work space, and I need to show 4 titles to my manager, 7 titles for sellers, and 13 to my boss. 
Now we have custome solution with many work places, but everyday update now spend about ~30 mins, when before it spends ~2 mins. 

If it possible and someone know how to do this without RLS, please help with this question.

Expansion for my example. 

Imagine that we have only one work space and 120 employers. We need to show each department only one title, but we have cross based dataset and can't filtr that by RLS.
