This usually happens due to permissions or licensing, not the report itself. Users must have access to the report and its dataset in Power BI Service, be signed in with the same account used in SharePoint, and have a Pro license or the workspace in Premium capacity. The report must be embedded using the Power BI web part with the SharePoint Online embed link.

If it works for a Workspace Admin but not others, that confirms a permission or licensing issue.
