Power KPI Matrix treat 0's as nulls working on one row but not the next

I have a Power BI Matrix.  A few rows are correct and a few are not.  As pictured teh Tier 2 events work and inspection failures do not.   I also showed the setting in the values.  It this a problem because the group changes?
