Linking locations on a map

I need to select locations and link these to another entity, such as an advertising area.  This may already be in my database or may need to be created. Also, some locations could be in more than one group.

Can I do the above interactively on the PowerBI ARCGIS map, or do I have to link the locations to an advertising area  in my database first?
