IF statement for populating "0" for null hits on a Synoptic Designer visual

Hello,

 

I am attempting to create a Risk Matrix similar to the one in this video (saved at point where person does this themselves). I cannot recreate the same thing with his formula. I still get blanks/nulls in the squares where I don't currently have a Risk populated in that quadrant (ultimately I need all the squares to populate teal and the ones that are currently black/null to have a "0" populated):

currently I am attempting to make a "New Measure" and using the following IF statement (to no avail):

Measure = IF(ISBLANK(COUNT(Risk_Register[Risk Code])),0,COUNT(Risk_Register[Risk Code]))
 
Any help would be greatly appreciated...

    You need to use a CROSSJOIN  to create your matrix framework. Only then can you create measures that include the zero values.
