Certification status of a visual is determined (at a high-level) by:
- Visual developer/vendor requests certification from MS
- Visual passes certification requirements
There are cases where certain visuals may not be able to pass certification due to the requirements imposed on them, or a vendor simply does not wish to certify their visual.
If you are keen for a visual to be certified, this is a question best asked to the vendor, as it's them that need to go through the process. From looking at the support info in their listing, their support site is here.
