Help formatting Block Bar Chart

Id like to format my block bar chart in the below format, with the bars divided by colour for each "Section", Years along the x axis and "Total no. of * that year" of the y axis but cant seem to get this right, any help would be appreciated. It is multiple tables im adding to this one bar chart.
