Enquire for PowerBI Pro licence to view Embeded Reports in Salesforce

I want to Embed the PowerBI reports and Dashboards in Salesforce.

Ques: Do all the Salesforce users will require PowerBI Pro Licence to view them in Salesforce and if the users are not PowerBI users?
