How can I use Power BI to create a timeline with milestones that can show specific milestone info on certain dates in the timeline? Is there a custom visual that meets the need? Something like the image below but with specific dates will work.

Try the custom visual Pulse chart, it is designed for showing milestones on a timeline. Also there will be another visual coming soon that has been announced at Data Insight.

I'm also looking for something closer to what the OP requested please. I've tried all the timeline visuals but they dont give me a linear view of events where all of them are displayed. For e.g timeline storyteller gives me a linear view, but I have to click on each event to see more details.
