Countdown timer triggered when a new ticket is created

Hi all, I work for an MSP and would like some PowerBI help.

When a new ticket from a particular company is submitted, I would like a 4-hour countdown visual to appear (to keep track of SLA response time). Once the ticket has been completed, it will disappear from the board. If the timer runs out before the ticket has been completed, the card will turn red. The image below outlines what I envision the visual to look like. Any help with this would be greatly appreciated. Thanks!
