Conditionally formatting percentages within a table into different types of arrows

This is my first post so bear with me...

I am trying to take a table which is completely full of percentages with about 18 columns and rows. I am trying to turn these percentages into 5 different types of arrows, from pointing 90 deg down, 45 deg down, sideways, 45 deg up, to 90 deg up. The direction I am trying to format depends all on the value from the last date.

Thanks for any help!
