Change colour in circles in map

Hi all,

Please help me for this question. I want to change colour of circles inside the map (map box) based on some selected condition in  the filters. For example:

- if I select year 2019,  any circle  which has the average of 2017,2018, and 2019 more than 1000 will turn into red colour while other circles are remain the same, and

- if a condition is met, some circles can have a smaller red circle inside original colour.
