Can this visualisation be done in power bi?

Hi all, 

I have found an interesting data visualisation used within the world of tennis, and wondering if it can be reproduced within power bi. The visual is called a game fish chart and it is used to ultimately show momentum within a tennis game. Can this or something similar be done in power bi?
