Bullet chart not to exceed

Hello everyone, 

 

 How would you show this:

Let's say the government wants to compare how well the USA does in containing COVID-19 against other countries and for that they set a maximum value of people they are comfortable getting infected, a value that shows that improvement needs to be made but it it is still not quite close to the maximum allowed, a value that shows that they are doing average, one value that shows good standing and one that shows that the USA is doing really well at maintaining the low level of people infected. 

I thought about using bullet chart to do this but I don't know how to make the value "Not to exceed" rather than trying to reach a certain level. Any insights on how to do this would be greatly appreciate it! I also welcome the idea of using other visual rather than bullet chart.
