Alternative for Xviz bullet chart

Hi everyone, I want to create a visual like the below image. The chart used is Bullet chart by Xviz but this required licence. Is there any alternative chart for this where I can show the same output ?
To explain further,
1.Black bar refers to capacity utilized
2. Yellow dash refers to Total capacity (Target)
3. Green bar referers to underutilized capactiy
4. Red refers to over utilized capacity  
 Please share your thoughts on this. Thank you
