The interface prioritizes information hierarchy over decoration, using strategic whitespace and monochromatic color schemes to maintain executive-level professionalism while ensuring accessibility compliance. Key features include a contextual alert system, where a notification bell icon surfaces important insights without page navigation, keeping users in their analytical flow, as well as guided tutorials on each page that explain metrics, interactions, and analytical focus areas. Accessibility compliance is addressed through alt text on all visuals, logical tab order, and WCAG-compliant color contrast ratios. Native Power BI charts such as bars, lines, and tables are combined with custom HTML and SVG sparklines and performance cards only where they add analytical value. Semantic accuracy is ensured through proper handling of inverted metrics, such as Affordability and Emissions where lower values indicate better performance, with correct color coding and trend indicators. The report is structured across four pages: an Executive Summary with single metric analysis, year trends, and city comparison; a Performance view featuring a radar chart showing multi-dimensional performance with sparkline cards; a Rankings page with five bar charts comparing cities across all metrics with ranking positions; and a Temporal Analysis presenting trend lines for each metric alongside performance summary cards. Rather than overwhelming users with dashboard complexity, this solution practices deliberate visual restraint, where every chart, card, and interaction serves a clear analytical purpose. Guided tutorials and accessibility features demonstrate that powerful analytics and inclusive design are complementary rather than competing priorities. Custom visuals are used to complement native functionality, demonstrating that innovation lies in thoughtful execution and integration rather than technical novelty alone. This dashboard meets competition requirements while delivering a cohesive analytical experience that respects both the data narrative and the users cognitive capacity.
