sharing featured questions appear only on first access via shared dashboard link

I have created featured questions for a dataset and then share the dashboard that uses that dataset to an email address outside my organization.  Upon the first access to the dashboard via the link in the email the user is able to see the featured questions by clicking on 'ask questions about your data' and this I would expect to be the case.

Subsequent access via the link in the email does not show the featured questions when clicking on 'ask questions about your data'

Is this a bug or is there something else I should be setting up?
