publishing an unsaved file from powered Desktop causes powered to hang

Repro:

1. Create a report in PowerBI desktop. Make some changes to it.

2. Click "Publish"

3. When prompted, click "Save changes"

 

Expected: Report is saved and published to online PowerBI server.

Actual: PowerBI hangs. When re-opening PowerBI, the report is saved correctly, but it is not published to the online server.
