dash board sharing

We have recently commissioned some work to develop KPI reports and dashboards for our customers in power bi with the idea being to share the interactive dashboards with each customer.

When we started the piece of work you could not share reports with dashboards, now you can only share dashboards with reports. Its fundamentally different as our reports all have a customer filter, so users can change the filter and see other customers information.

We have been told this is now how sharing dashboards works. Has anyone else had this problem since reports and databases have been added to the sharing of the dashboard ? And if so how have you got round the problem?

Ideally I believe you should be able to choose to share a report, not either or.
