How do I post a new message?

In this forum (Community Feedback) there was a New Message button at the top of the page.  However, if I go to any other forum, there's no button and no obvious way to post a new message. 

How do I do it?

I arrived here with the same issue, was happy that there was a solution and then was disappointed that the solution was not shown.

You can go to the forum you want to post in and click on the New Message.
