"Background Rejection" blocking report access/load

Just came across a situation where i got a "Cannot load model due to reaching capacity limits" error message while trying to open a report in my fabric capacity (F64, Import Mode, admin account) while on "SurgeProtectionActive" state.

Got the other error mensage

Erro Subjacente: PowerBI service client received error HTTP response. HttpStatus: 400. PowerBIErrorCode: FabricThrottled
FabricThrottled: Unable to complete the action because your organization's Fabric compute capacity has exceeded its limits. Try again later.

Is it possible that microsoft enabled model/schema loading as a "background" operation behind the curtains? First time i'm seeing this. Had to tweak the surge protection limits to enable report access again.

Yep, we ran into this the other day. Reports based on composite models will fail to render during that time because the query to the composite model is considered a background operation. It is somewhat documented, but it was still a big surprise to us, to say it nicely.

I think that it is rather generous that composite models are considered a background operation due to an interactive operation causing throttling a lot quicker.

None of the reports i've tried to access had a composite/direct query model. Only import data. Yesterday was the first time i've seen this issue

Capacity admins set a background operations rejection threshold and a background operations recovery threshold when they enable surge protection.

Capacity admins should assess usage patterns before setting rejection and recovery thresholds. To do this, use the Microsoft Fabric Capacity Metrics app. On the Compute page, check the Background rejection, Interactive rejection, and Utilization charts for relevant data.

hello, i am one of the capacity admins and still couldn't understand why the visuals of my reports (import mode) weren't loading after surge protection was activated. It should've blocked only background operations. Interactive Delay was on 80%, Interactive rejection was under 100% and background rejection was on 55% (our surge protection threshold).

Could be related to service version change

When an artifact gets impacted by this feature the expected error is "CapacityLimitExceeded" or "CapacityLimitExceededSurgeProtection". This error can be observed on the resource logs or in Monitoring Hub.

Yes, i am aware of the "CapacityLimitExceeded" or the "CapacityLimitExceededSurgeProtection" error messages in the data refresh process.
Altough i've never seen a "Cannot load model"/"Unable to load model schema" error while having Surge Protection active (we we're not on Interactive Rejection state).

Hi, the issue is still ongoing. I have an open support ticket with Microsoft and expect to receive more information by the end of the day. I will keep you posted here.
