Guest vs Member Admin Permissions in Power BI Tenant Migration

Hi Team,

We are working on migrating Power BI reports from tenant Infy to TATA.

In the Azure portal, we see user types as Guest and Member.

Is it correct that guest users in Power BI can usually only be given Viewer or Contributor access, and have limited permissions compared to members?
If we assign a guest user as Admin in a Power BI workspace, are there still restrictions on certain admin actions (for example, creating new workspaces or managing gateways) compared to a full member account?

We want to understand if there is any way to make a guest user function like a member during migration.

Yes, guest users in Power BI can usually only be given Viewer or Contributor access and have limited permissions compared to members.

Even if a guest user is assigned the Admin role in a workspace, they may still face restrictions, such as not being able to create new workspaces or manage gateways, depending on tenant settings.

To make a guest user function like a member, you can change their user type from Guest to Member in Azure Active Directory. This provides fuller access but requires appropriate licensing and governance.
