Conditional Color format code spot the mistake

Hey guys, could anyone tell me what Im doing wrong in this code that it also colours the first row? it doing fine with the rest of it, but it also colors the first row even tough im only asking for the last two.

Anonymous . Take max in place of selected value and try. You need force row context.

amitchandak Max still colors the first row.

Anonymous I doubt RGB in Double quotes. Use color names and check.

You can also use hexcode like #FF0000

amitchandak Thank you so much for your help, but the issue still there. Tried changing to different colors, name it and etc.

Try to use conditional formatting in table visuals:

First create a measure such as below:

Measure = IF(MAX('Table'[Type]) in {"2021 FAKTAS","2021 PLANAS","2020 FAKTAS"},3, IF(MAX('Table'[Type]) in {"POKYTAS NUO 2021 PLANO"}&&MAX('Table'[value])>0,2, IF(MAX('Table'[Type]) in {"POKYTAS NUO 2020 FAKTO"}&&MAX('Table'[value])>0,1,0)))

Then create a rule as below:
