Enable 'Allow use of fast copy connectors'

Would like to enable the Scale option for Dataflows as pictured in a recent training session I attended as per below screenshot.

This isn't available in the settings in our tennant though. How do we enable this?

It was is in one of the presentations for the current PowerBI/Fabric summit (hosted by Radacad).
