Why I can't save changes in activator?

I create an alert of one report, and opened it in Activator.

I want to set the Action but can't test or save.

and my Activator page is very strange, I can't add any new rules or modify the file.

Can you give me a rough idea of how you created this Reflex? For what visual object was it created and under what conditions?

2. Change the activator's location. I don't know why there would be a activator created on this Workspace.
