Notebooks - Cluster failing to start - Livy session error - North Europe (Happening Again)

Hi All

Is anyone having issues on Notebooks not starting and getting a Livy error below: (North Europe)

Notebook execution failed at Notebook service with http status code - '200', please check the Run logs on Notebook, additional details - 'Error name - Exception, Error value - Failed to create Livy session for executing notebook. LivySessionId: 1416d857-1255-4812-8d42-0a66aa014182Notebook: Notebook_03c7970d-0890-41f1-aac7-8469780aa842.'

It appears to have started this morning just after midnight (UTC).

This is exactly the same issue that happened in July. This was the communication relating to the issue from Microsoft at that time:
