If I want to export to CSV, it is comma separated per default, even though my regional settings are set to semicolumn.

Any idea how to change this?

Try to change the DeviceInfo settings for the CSV rendering extension:

Check FieldDelimiter field in the spec: https://docs.microsoft.com/en-us/sql/reporting-services/csv-device-information-settings

This page shows how rendering extensions can be tweaked in general: https://docs.microsoft.com/en-us/sql/reporting-services/customize-rendering-extension-parameters-in-rsreportserver-config
