Guidance on Affordable Licensing Options for Power BI Report Server

Hello everyone,

I am planning to move to Power BI Report Server and have been reviewing the associated pricing and licensing options. From what I have found so far, it appears that we need either a Premium capacity (minimum F64+) or SQL Server with Software Assurance, both of which seem prohibitively expensive for my use case.

My objective is simply to set up an on-premises Power BI Report Server using our local infrastructure, without leveraging cloud services from Microsoft.

Could someone guide me on whether there are any more cost-effective licensing options to use Power BI Report Server? Specifically:

Is it possible to use Power BI Report Server with a cheaper subscription/license than Premium or SQL Server with SA?
Are there licensing models or workarounds suitable for small to medium deployments that don’t require heavy cloud investment?

dsvansh Power BI Report Server operates on a core-based licensing model and is available through three main licensing options:

Fabric F64+ reserved instances
SQL Server Enterprise Edition with Software Assurance
SQL Server Enterprise Subscriptions

Licensing Options

Fabric F64+ Reserved Instances: This option allows organizations to run Power BI Report Server on a core-based model. A Power BI Pro license is required to publish both paginated and Power BI reports in the Report Server.
SQL Server Enterprise Edition with Software Assurance (SA): Organizations that have SQL Server Enterprise Edition with SA can also run Power BI Report Server. A Power BI Pro license is required only for publishing Power BI reports, while paginated reports can be viewed without a Pro license.
SQL Server Enterprise Subscriptions: Similar to the Enterprise Edition with SA, this option allows for the use of Power BI Report Server, with the same licensing requirements for publishing reports.

Remember that SQL Server Enterprise uses core-based licensing so that is how you can control your costs. So you could get a 2-core pack for probably around $14K and then your SA would be probably around $4K per year or so. That would be around $25K over the course of 3 years which would be far less expensive than a reserved F64 which would be around $180K over those same 3 years.

Thank you for your guidance. I reviewed the options you suggested and found that SQL Server 2025 includes Power BI Report Server with the Standard edition license as well.

Based on this, I wanted to confirm whether the following approach would be feasible for my use case:

If I purchase SQL Server 2025 (Standard) with CAL licensing, which would cost approximately $1,300, and provision only one user, would this be a valid and supported solution?

The reason for requiring only a single user is that we plan to integrate Power BI Reports with a web application, where dashboards would be accessed using a single service account (for example, via Azure Entra ID or another supported authentication mechanism), rather than individual user logins.

Could you please confirm whether this approach is technically and licensing-wise acceptable for an on-premises deployment?

dsvansh I can confirm the single license, I cannot confirm Standard vs. Enterprise. I have never seen anything that says that you can install PBIRS on Standard. Would be interested in your sources for that. Sorry to correct this, BUT with SQL Server 2025 the Licensing model has changed and the link which GeraldGEmerick shared is no longer the only truth.

Up to version 2022 of SQL Server you have to have EA with SA in place this is true. But something changed with SQL Server 2025 which can be read here: What Is Power BI Report Server? - Power BI | Microsoft Learn
Licensing Power BI Report Server

Power BI Report Server operates on a core-based licensing model and is currently available through Fabric F64+ reserved instances and various SQL licensing options depending on which version of SQL Server the customer is running.

With SQL Server 2025, customer may run Power BI Report Server software on the Licensed Server, on any allowed Fail-over OSE in accordance with those same limits, or in Azure. Customer may run the software on a maximum number of cores equal to the number of SQL Server Standard or Enterprise Edition Core Licenses assigned to the Licensed Server, subject to a minimum of four core licenses per OSE. Alternatively, if the software is run in Azure, Customer must allocate one SQL Server Standard or Enterprise Edition Core License per virtual core, subject to a minimum of four core licenses per OSE. See Microsoft Volume Licensing for SQL Server licensing details.

For versions of SQL Server Enterprise Edition released prior to 2025, Power BI Report Server use rights apply only to Enterprise Edition Core Licenses with active SA. This right expires upon expiration of customer's SA coverage.

Similar to SQL Server licensing, customers may run the Power BI Report Server software in a physical or virtual OSE with up to the number of cores included under their Fabric F64+ capacity. The number of Power BI v-cores available for each Fabric license can be found here.

If a customer purchases Fabric F64+ reserved instances, a Power BI Pro license is required to publish both paginated and Power BI reports in PBIRS. However, for SQL Server editions, a Power BI Pro license is only required for publishing Power BI reports in PBIRS. A Power BI Pro license is not required to view and interact with paginated and Power BI reports on Power BI Report Server.
