I've written about embedding RS reports in SharePoint here: https://sharepointlibrarian.com/2018/02/14/embedding-power-bi-report-server-pbirs-reports-in-sharepoint/

This is from the "troubleshooting" section:

If “Loading…” and the rotating dots graphic doesn’t go away when your report renders

Verify the data sources referenced in your report, if by address such as SharePoint, begin in the same way as your report server. If your RS starts with https:// (not http://), your data sources referenced by addresses may need to as well

Double-check the credentials saved for your data sources in Power BI Report Server.

When viewing Power BI reports I get the 'Loading data...' message on the screen for all reports I run.

Even after the report has loaded the 'Loading data...' message remains swirling on the screen.

How can I fix this.

I am using IE 11 as the browser.

Thanks

Are you sure the page actually renders in IE11 modus and not in a lower modus? Press F12 in your browser to check the Emulation. IE11 or higher is necessary to render the page correctly. Else a work-around should be implemented to force the page/iframe to load in IE11 compatibility.
