Power BI Report Server - Sep 2025- Publisher role changes?

After upgrading Power BI Report Server to the September 2025 release, users with the Publisher role no longer see the Scheduled Refresh option.
Do we need to update any configuration settings or role permissions to make this option visible again?

Hi Naveen1217,

Are you able to connect to the server running RS and see what permissions are configured on each role?

By default, publisher doesn't have subscription rights according to https://learn.microsoft.com/en-us/sql/reporting-services/security/role-definitions-predefined-roles?view=sql-server-ver17

You are able to modify the role however and grant it either
Manage all subscriptions
or
Manage individual subscriptions

to suit your needs.

Could you please provide details on how to edit Publisher role? to add Manage all subscriptions

So I can check with my systems team.

Hi Naveen1217,

You need to connect to the report server in SSMS (by default this can only be done on the server hosting the report server) and then in there you can modify existing roles or create new roles.

Is this changed in May 2025? release.

The Scheduled refresh option requires manage subscriptions Task on user roles.
