&lt;P&gt;You have a Pro license, and if you implement a way to access reports without requiring a user to log in, Publish to web. Exporting data from visuals isn't supported after the report is published to the web. You can find this very clearly in the documentation:&lt;/P&gt;

&lt;P&gt;If you need to use this feature, you have two ways to do this:&lt;BR /&gt;1. Distribute your users with the corresponding licenses, and share the reports with them through the function of report sharing. In this case, your user will need to log in.&lt;BR /&gt;2. Use Fabric capacity above F64, which will distribute the report to your users for free without a license.&lt;BR /&gt;3. Embed the report into your portal with Power BI embedded, so you can also use the export data feature without the user signing in.&lt;/P&gt;
