To show subgroups below groups in a Power BI paginated report, you can follow these steps to create a stepped layout:

Create a Table Report:
- Insert a tablix data region and add fields to the Data row.
Add a Parent Group:
- Select the table, right-click the Details Group in the Grouping pane, and choose Add Group > Parent Group.
- In the Tablix Group dialog box, provide a name and select a group expression (e.g., a field to group by, such as Category).
- Check Add group header and/or Add group footer as needed.
Create the Stepped Layout:
- To create a stepped layout, you can remove the group instance column and adjust the padding for the detail rows.
- Right-click the group column and select Delete Columns. Copy the group header value to the first cell of the group header row.
- Select the detail cell and adjust its left padding to indent it under the group header (e.g., set padding to 0.5in).
Add Subgroups:
- In the Row Groups pane, right-click the existing group, select Add Group, and choose Child Group.
- Provide a name and select the appropriate group expression for the subgroup (e.g., Subcategory).
Adjust Formatting:
- Use the Properties pane to apply different formatting to group headers and detail rows to differentiate them visually.
