Creating Report Subscriptions using SOAP/REST API from external application(SOA)

Hi All,
Migrating 3000+ reports from legacy BI tool to Power BI report server which has applications integrated

Use case: Whenever a customer application is received, it has to send a particular report over email and to file share at the same time which is done using SOA - SOA calls the existing BI tool and creates schedules dynamically and using peak hours it will have more than 100+ report schedules.

SO need help on the below

what is the number of subscriptions that can be created for a RDL in PBIRS - 24 is for PBI service
we have SOAP API and REST API calls for schedules in PBIRS, any clue what should be the order of the methods to be used for creating a subscription
