    <description>&lt;P&gt;After installing and configuring power bi report server, I added a new user and assigned System Administrator role.&lt;BR /&gt;Followed instructions in "&lt;A href="https://learn.microsoft.com/en-us/sql/reporting-services/security/grant-user-access-to-a-report-server?view=sql-server-ver16" target="_blank" rel="noopener"&gt;https://learn.microsoft.com/en-us/sql/reporting-services/security/grant-user-access-to-a-report-server?view=sql-server-ver16&lt;/A&gt;"&lt;BR /&gt;I then created a folder and assigned Content Manager role to the user.&lt;/P&gt;&lt;P&gt;However, when I login to the web portal with the new account, I get the following message box&lt;BR /&gt;Could not load folder contents&lt;BR /&gt;You are not allowed to view this folder. Contact your system administrator to obtain the nexessary permissions.&lt;/P&gt;&lt;P&gt;I went back to the folder permission and assigned other roles. Still I get the same message and the folder is not available for the new user.&lt;BR /&gt;I have no idea how to fix this.&lt;BR /&gt;Any help is greatly appreciated.&lt;/P&gt;</description>

      <description>&lt;P&gt;Also, the user that installed and configurred power bi server can login to the web portal without any issues and create accounts. Issue is newly created accounts get the prompt.&lt;/P&gt;</description>

      <description>&lt;P&gt;Found the solution in&amp;nbsp;&lt;A href="https://community.powerbi.com/t5/Report-Server/Access-to-the-home-folder/m-p/447630#M6239" target="_blank"&gt;https://community.powerbi.com/t5/Report-Server/Access-to-the-home-folder/m-p/447630#M6239&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Actually it's the same as for a subfolder. When you navigate to the Home page (&lt;SPAN&gt;https://&amp;lt;your server&amp;gt;/reports/browse=) as an administrator there's an option "Manage Folder" next to the options "New",&amp;nbsp; "Upload" and "Tiles".&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;When you click that on "Manage Folder" you can set the security for the Home folder. Add those user(group)(s) with Browser-role to that folder.&lt;/SPAN&gt;&lt;/P&gt;</description>
