I want to use Power BI dashboard without Online or without internet. Is it possible? only Report Server?

Yes PBIRS is only option, if you want to use reports locally connected to Intranet.

But without internet there is possiblity of few visuals won't work like 'MAP' or some custom visuals that required internet connectivity.

Otherwise PBI Service/Web required internet connectivity.
