Cannot open Power BI report server(2021 May version) configuration manager

Cannot open power BI report server(2021.May Version) confirguration manger, the error message is as below. This is BI reports production environment, so far we cannot immediately implement upgrade and reinstall PBI report server on the environement, at the meantime we have to connect to configuration manager to do some necessary configuration. Can anyone deal with the issue? Thanks!

Please check if the service is up and running.

"Power BI Report Server" service is up and running. I forgot to say the BI portal is running normally as well as all BI reports published on the server can be used, the issue is only configuration manger cannot be opened.

I think you are using an older version of the configuration manager. You may have multiple versions running - can you please try using the most recent version?

Actually, we reinstalled the PBI report server previously, but there is only one setup (2021.May version) in server evnviornment currently. The file location of configuration manger is "Microsoft Power BI Report Server\Shared Tools\RSConfigTool", the only one...
