      <title>Unable to manage or create subscriptions in Web Portal</title>

      <description>&lt;P&gt;I am trying to copy my PBIRS system to a new server.&lt;/P&gt;&lt;OL&gt;&lt;LI&gt;I backup the ReportServer and ReportServerTEmpDB database&lt;/LI&gt;&lt;LI&gt;Restore the backups on the new server&lt;/LI&gt;&lt;LI&gt;I backup and restore the encryption key on the new server&lt;/LI&gt;&lt;/OL&gt;&lt;P&gt;The subscription jobs in the SQL Agent are automatically created and all the reports in the Web Portal appear and seem fine.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;However when I browse to the "My Subscriptions" page or I try to view the existing subscriptions for a report I get "An Error Has Occurred. Please try again later".&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;If I try to create a new subscription I again get&amp;nbsp;"An Error Has Occurred. Please try again later", but the New Subsciption page does appear but with no delivery methods in the drop down box.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I have tried changing the email settings in the configuration manager to no change in behaviour.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;In the RSPortal Log file I get the following error each time I get the error message in the web portal.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;2022-07-28 17:14:49.0894|ERROR|45|OData exception occurred: System.Net.WebException: The request failed with HTTP status 503: Service Unavailable.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I am running the May 2022 version (&lt;SPAN&gt;15.0.1108.297)&amp;nbsp;&lt;/SPAN&gt;of Power BI Report Server on Windows Server 2019&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;What is the problem and how can I fix it?&lt;/P&gt;</description>

&lt;LI&gt;The PowerBI Report Server service is stopped.&lt;/LI&gt;
&lt;LI&gt;The PowerBI Report Server service Account is disabled or its password expired&lt;/LI&gt;
&lt;LI&gt;The PowerBI Report Server service account is not configured properly.&lt;/LI&gt;
&lt;LI&gt;The Power BI Report Server is not configured properly.&lt;/LI&gt;
&lt;/UL&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Please first check if the above problem occurs according to&amp;nbsp;&lt;A href="https://debug.to/3/http-error-503-the-service-is-unavailable-in-power-bi" target="_self"&gt;this document.&lt;/A&gt;&amp;nbsp;&lt;/P&gt;

      <description>&lt;P&gt;The "&lt;SPAN&gt;503: Service Unavailable" error comes out of the Log Files. All reports work - its JUST THE SUBSCRIPTIONS. So all the above links/solutions don't apply.&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;We're using the same account as the server that works. As far as we know the two servers are identical.&lt;/SPAN&gt;&lt;/P&gt;</description>
