    <description>&lt;P&gt;I do not believe that paginated reports support having a constant line in a scatter plot. One possible work around might be to position a line chart over the top of the scatter chart and then turn off the display of the axis, titles, etc. Or just manually position a static line over your scatter chart. However you'll need to check this carefully as some output options can have issues with overlapping objects&lt;/P&gt;</description>

&lt;P&gt;It may be that you are doing something wrong, I think you can create a paginated report with scatter chart in report builder. You can refer to the following blog for the specific creation steps.&lt;/P&gt;
