Unfortunately you required an active internet connection in order to view maps with Zoom In/Out Properties. I did not find any specific documentation of other maps but you can see the documentation of ArcGIS maps as below.

I want to display an object on the offline world map using latitude and longitude coordinates. A map that can be zoomed in and out, like scaleable online google maps or bing. Is it possible to use standard or custom visuals or use Arc GIS offline server? Please tell me any solution you know.
