Is the download link to the final September verison still available?

Company policy is to stay 1 version behind the latest one...

Yes it is still available for download. You can find it here https://www.microsoft.com/en-us/download/details.aspx?id=57270

The support policy for PBIRS is that they support the releases for 12 months (see https://docs.microsoft.com/en-us/power-bi/report-server/support-timeline) so the downloads should be available for the 3 releases within that window. Once a release is out of support Microsoft removes the downloads from their site.
