      <description>&lt;P&gt;You can't do this. But users only need to sign-in when using Power BI Desktop RS if you are doing hybrid publishing where you are publishing some reports to the cloud and some to an on-prem PBIRS instance. If you are only publishing on-prem the users do not need to click the sign in button at all&lt;/P&gt;</description>

&lt;P&gt;They would not be able to publish to the Power BI Service if they are not signed in.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;But they can publish to the on-prem PBIRS just fine. You can use File &amp;gt; Save As and save directly to PBIRS and you can use the Edit in Power BI Desktop option from the portal and just save and changes directly without being signed in. The sign in option is only required for publishing to the cloud service.&lt;/P&gt;</description>
