But users only need to sign-in when using Power BI Desktop RS if you are doing hybrid publishing where you are publishing some reports to the cloud and some to an on-prem PBIRS instance. You can use File &gt; Save As and save directly to PBIRS and you can use the Edit in Power BI Desktop option from the portal and just save and changes directly without being signed in.
