Error installing Power BI desktop on Windows Server 2008 R2 Standard VM

I am trying to install PBIDesktopSetup_x64.exe from https://www.microsoft.com/en-us/download/details.aspx?id=58494 on my Windows Server 2008 R2 Standard VM but I am getting the error below. Do you have any suggestions?

Hi, Sorry about your trouble.

It seems like your trouble is with the Power BI Desktop not the version of Power BI Desktop for Report Server Would you mind making your post in this section https://community.powerbi.com/t5/Desktop/bd-p/power-bi-designer They correct eyes might not notice it here.
