Web Service for Report Server Portal?

Hello,

What if there is any issue happened to Web, What should be refered to? I don't see anything in the IIS. Is there any service for Portal Web?

What sort of issue are you worried about?

You can stop and start the service and check if it's running from the Report Server Configuration Manager. Or you can see it in the services applet as the "Power BI Report Server" service. (It's a self hosted web application, it does not use IIS)
