We are using to try and embed a paginated report:

Service Principal for log in

It returns an embed token

We have given the service principal all the rights to the API

I am able to access powerbi dashboards from the same workspace

powerbi-client and powerbi-client-angular (frontend embedding)

When trying to embed we get the embedToken and it gives back a proper embedUrl and changes the endpoint to rdlEmbed and attaches the token. It's throwing a 401 error on this endpoint:

https://wabi-west-us-d-primary-redirect.analysis.windows.net/explore/reports/...../modelsAndExploration?preferReadOnlySession=true&skipQueryData=true

The embedded window shows the animated powerbi logo and then says:
"This content isn't available, Learn More about PowerBI"

Feels still like a permissions issue, but not sure what else to grant it, any ideas?
