"The response is not in a JSON format" using 'Export To File For Paginated Reports' action

There seems to be a dearth of information on the Export Power Bi actions in power automate. I have a solution aware power bi paginated report that is in my solution. I am trying to use the 'Export To File for Paginated Reports' action to create a pdf version of my report.

The datasource of my report is a powerbi dataset. It is not a direct query to the dataverse. Is this an issue?

I am not sure which of the boxes I need to fill out? Perhaps I am not completing the form correctly? I believe I have all the necessary licenses to be able to do this. Any help would be much appreciated.

I believe this is because I do not have reserved capacity subscription.
