Only users with Build permission have this option. If you remove the Build permission on user "Edit in Power BI Desktop" will disappear for that user.

thanks for your reply ...how can edit it from power bi desktop and create user when open it sign in as administrator can i change it to open with another user ?

I did not quiet understand the question in your last post.

Do you want to remove the "Edit in Power BI Desktop" option on some users?
If so you need change the access on folder level and remove "Build".

sorry ...when open it show me "administrator" i want to sign in with anathor user How can i do that ?
